Using the Delphi technique, ministry professors and practitioners recommended 892 knowledge, attitude, and skill outcomes. These were synthesized to 99 outcome statements that were rank-ordered on a Likert scale resulting in the ten most effective outcomes for each domain. The final round of the Delphi elicited preferred learning experiences and assessment techniques.
