Lack of foreign missionaries during much of this time left Estonian Methodism with a strong, indigenous leadership, but it has also inherited an indefinite ecclesiology and an incomplete understanding of the sacraments, which have issued in confusion of identity. The second chapter puts the approaches and attitudes towards sheltering the homeless into a sociological framework. Chapter three presents data regarding the Tent City demonstration during which homeless people participated in June, 1985, on the Boston Common, which resulted in the program, Family House Project. Chapter four presents the data on Family House Project which set as its main principle the belief that the homeless people could and should have greater control over their lives. Finally, chapter five seeks to analyze Family House Project in terms of two themes: empowerment and community. In the second Quadrennium it received greater support from the Church.  Within the Southern New England Conference a strategy was put into place in 1983.  This project focuses on that strategy and raises questions about its relevance. To determine the impact of the strategy, visits are made to ethnic centers, a structured interview is held with Bishop George Bashore and questionnaires are sent to district superintendents, pastors and lay persons. An initial chapter examines the historical and cultural context of Boston and New England.  The invitation process and the complex organization of the crusade is detailed.  The effect of the crusade is measured by close analysis of questionnaires returned from ministers and lay leaders of churches who participated.  Returned questionnaires from inquirers reveal the motivations for attending and responding to the evangelist's invitation.
