Upward feedback is a management strategy in which supervisors receive anonymous relational and behavioral counsel from those who report to them.  Four senior pastors in larger United Methodist churches participated in the project.  They redefined power as a capacity for an agreed-upon common course of action in unconstrained communications. The concept and method of ministry the people in the local church employ when they deal with issues of justice and liberation determine that ministry's effectiveness to a significant degree.  This project uses an exploratory method wherein a group examines the issue of justice in the book of Amos and analyzes the local church's administrative procedures.
