The thesis grows out of: 1. an identification of those factors which contribute to inactive membership; 2. an examination of New Testament writings as resource for ministry to inactives; 3. the development of a theological framework which utilizes Lutheran confessional theology and Pauline theology to address the issue of ministry to inactives; and 4. the consideration of ministry to inactives within the context of the whole of congregational life. The thesis describes the implementing, administering, and evaluating of an effective outreach program at Holy Cross enabled by the ministry of others.
