An analysis of historical development of the office and present problems is presented from interviews.  Texts from the New Testament as well as the writings of Irenaeus are offered to develop an historical model.  The proposed model of leadership is intended to have more emphasis upon ministry than administration in a return to the teaching role of the bishop/overseer. Pastoral counseling was presented in the language of the conservative, Pentecostal church with an examination of the history of pastoral counseling movement, the Church of God, and a display of biblical counseling as it reflects upon psychology and the verbal inspiration of the biblical text.  A close look at the conservative vs liberal theological conflict of the pastoral counseling movement is examined.  It is research designed with a practical workshop that explains the pastoral counseling movement to the local church with information on developing a local church counseling center and the step-by-step process involved. The focus of attention will be on the Church of God which is the oldest, continuing Pentecostal denomination in the United States.  The premise of this thesis is that a theology of pastoral counseling is found within the Wesleyan tradition by which the Holiness and Pentecostal movements were shaped. The mission and work of evangelism in the historical Church of God in two different eras (1886-1928 and 1970-1989) is considered in relation to the elements of evangelism, doctrines, major church leadership, and hindrances to evangelism.  Implications of this research are drawn and stated, and a design for local Church of God evangelism is suggested.
