Five hypotheses guided this study: people from the mother church leave to plant the new church; church planters have a relationship with the mother church before starting a new church; daughter churches are planted locally in relation to the mother church; daughter churches are financially supported by the mother church for a period of time; and the people from the daughter church fully support the church planter. The hypotheses were supported by the literature and case study. As a result of these case studies, seven principles surfaced. The first principle is finding the 'right' person. Without the 'right' person, the rest of the principles do not matter. Principle number two is assessment, which verifies that he, is indeed the 'right' person for the job. Principle number three is the five percent rule: every new church that is planted will give five percent of its offerings to an escrow account for a minimum of three years. This is where the money comes from to plant new churches. Principle number four is partnering for the purpose of sharing resources. Principle number five is that a church plant becomes a fully functional church on its launch day, which allows the bookkeeping systems of the church to include paying the salary of the church planter from day one. Principle number six is raising support, which takes the pressure off the church planter to raise his full salary. Principle seven is networking, which makes partnering easier and contributes to the nonfinancial support of the planters. The training was derived from the growth model practiced at Saddleback Community Church, as it was implemented in Toronto, Canada.  The dissertation reviews literature relevant to church growth theory and strategy.  It includes two data gathering surveys.  These surveys measure growth prior to and after the training.  The model provided good insight into training lay people for ministry as church planters. The small groups were expanded to become a meta-church model in September 1993 with the evaluation ending April 1994.  The thesis (using empirical research) was to show that the meta-church model would have immediate and long-term qualitative and quantitative effects upon the church.  The results of the program and research included 4 small groups with 43 adults increasing to 11 with 101 adults, with an increase from 42 percent to 81 percent participation in April 1994. Churches were selected at random from the Association of Christian Schools International and the Georgia Association of Christian Schools.  Churches selected differed geographically, denominationally, and were of varying sizes.  The data collected was compared with standard church growth principles and literature to determine the barriers to church growth experienced by these ministries. The ChurchSmart Resources' questionnaire for the pastor and thirty questionnaires for the lay people were utilized.  The eight factors of a healthy church were derived from Christian Schwartz's 'Natural Church Development.'  Seventy-nine interviewees participated between May 22 and September 12, 2000.  An optional ChurchSmart Resources 'Releasing Your Church's Potential' seminars were also facilitated. The eight respondent churches were asked to form an implementation team to execute the recommendations by the ChurchSmart Resources personnel and the researcher.
