This research project addressed this deficiency. This research project examined two separate Dallas Theological Seminary Doctorate of Ministry pastoral leadership courses. The research method included a combination of questionnaires, interviews, and review of pertinent course materials. The courses chosen for this research were DM550 Effective Church Leadership (DM550) and DM521 Church Health, Leadership, and Multiplication (DM521). These two church pastoral leadership development courses currently and previously taught in the Doctorate of Ministry program at Dallas Theological Seminary were examined in order to identify the essential elements of a senior level strategic leadership development course that teaches church pastors how to lead and manage a local church. This project explored the essential elements of senior level strategic leadership to create a program to develop church pastors to lead and manage a local church. The essential elements included development and evaluation of a church's mission, vision and values, analysis and evaluation of a church's strengths, weaknesses, opportunities and threats, development of a strategic plan for implementing change, and developing a strategic plan for developing leaders. The research method used was qualitative case studies of two churches who opened five campuses in a seven year period.The thesis of this dissertation asserted that certain ingredients exist that, when mixed together, result in accelerating the development of a leader. This has led to a large void in leadership within churches and ministries as well as a disconnection between the local church and seminaries. My quest is to discover if the training works. This project asks the following questions: Does T-net training make an impact on a church's ability to grow numerically through people coming to Christ? Do churches that have gone through T-net training experience an increased number of committed followers of Jesus Christ? Do T-net trained churches experience an increased number of leaders who are competent to lead? Do they have an increased sense of community? Do T-net trained churches have an increased number of members who are committed to Scripture? A thorough study was done in the literature to analyze what constitutes the key components of discipleship. A questionnaire was written to discover the impact T-net training has had on the discipleship in selected churches in the Midwest area. The senior pastors were independently interviewed. The staff, with the exception of the senior pastor was interviewed together. Also, a group of lay leadership from each of the selected churches was interviewed. These results were carefully compiled and analyzed for patterns. This project begins with a survey of biblical and professional literature regarding the subject of vocational ministry mentoring.  Special emphasis has been placed upon literature that addresses the cultural issues that one may face while ministering in the North American Chinese church context.  The centerpiece of this project revolves around two case studies of Chinese churches that are presently sponsoring and hosting vocational ministry internships. Once case study was conducted at the West Houston (Houston, Tex) Chinese Church and the second involving two churches with a cooperative internship program--the Chinese Bible Church of Maryland (Rockville, Md), and the Chinese Christian Church of Greater Washington, DC (Silver Spring, Md). The project includes a literature search on the subject of 'mentoring', a survey of pastoral internship opportunities offered by a representative group of evangelical seminaries and graduate schools of theology, a comparative analysis of three local church internship programs similar to the effort at Blue Church, and detailed appraisals of the six internships already served at Blue Church, carried out by means of personal interviews with each former intern.
