First, it is significant that leaders build influential relationships with members for successful growth in small groups; the foundation of this comes from God's loving relationship with us.  Secondly, leaders need to be trained for self-differentiation and forgiving others in order to build healthy relationships. These trainings help leaders to build character so that they can establish relationship based leadership in small groups. The purpose of the project was to assess the value of using a covenant to enhance the relationships between these pastors in Chinese churches in the San Francisco Bay Area. Data collected by survey, personal interviews, and and interactive seminar showed an overall positive opinion about the use of a covenant between the pastors. The major method to accomplish the thesis is a devotional guide which daily highlights a characteristic of love, and provides opportunity for participants to contract ways to demonstrate that characteristic. The chaplain asked fifty-two students to form nine counseling groups focusing on their interpersonal conflicts.  In six sessions they were trained to use an ethical model to resolve their conflicts. Development involved assimilating the information to be taught and utilizing a teaching method which would help the participants remember and appropriate the knowledge later.  Implementation included five two-hour sessions using word models which were defined, illustrated and supported by Scripture.  High retention of the information proved this method to be an effective means of helping people remember. Extensive materials on local church relationships and the theory of ministry relationships are available.  However, little practical material on improving relationships is available.  The research reveals that the hindrance of local church ministry by poor relationships between clergy and laity is a Protestant-wide problem.  Primary resources suggest a biblical and theoretical model for the improvement of ministry relationships.  The model proposes small groups which is the nominal group technique. The author advanced the thesis that all pastoral relationships must begin with God, progress to the family, and ultimately to others.  He presented the thesis during eight days of training, utilizing evaluation instruments, Bible messages, discussion groups, and assigned reading.  He reinforced the project with a three-month program of planned family interaction, reading, and peer group meetings.  Most participants indicated considerable improvement in relationships with God.  Over fifty percent indicated improved family relationships.
