The study is interdisciplinary in approach, drawing from scriptural tradition, critical evaluation of trained/untrained auditors along with insights from modern communication theories.  The basic premise of the project is that effective biblical pulpit communication can be achieved in the church.  The project reviews fifteen weeks of designated sermons from the book of Hebrews.  Talk-back sessions followed the preaching of the messages. This project was designed to put into practice the uniqueness Baptists claim for the priesthood of all believers.  If all Christians are priests, then there should be no distinctions between the clergy and laity.  The aim of this project was to 'empower' the laity for intentional ministry in the church. Twenty-six people were enlisted for this project.  Seven were participants in the ministry training and supervision.  Of these seven, three constituted the experiment group and four constituted the control group. The control group was trained but not supervised.  The experiment group was supervised for five months after training.  The remaining people served as evaluators and support group systems. Those who were both trained and supervised became more effective in ministry than those who were trained but not supervised. The program included recruiting and selecting trainees, curriculum development, teaching the program and evaluating the results.  Ten lessons in theory were alternated with practical assignments in children's classrooms under the supervision of a fully trained teacher. Each trainee selected a preferred age group.  The theoretical training included material appropriate to teaching children ages two years through sixth grade.  An integral six week component focused on the personal spiritual growth of the teacher.  The program was evaluated by twelve trainees at the end of the first semester of teaching. In a six hour seminar and four weekly meetings the staff was introduced to the theory of situational leadership developed by Paul Hersey and Kenneth Blanchard.  The author administered a pretest and posttest, to the staff and to a control group. Statistics from the tests indicated an increased leadership effectiveness in the experimental group and no change in the control group. The author researched the history of the churches in the area and studied the reasons for the weak pedagogical skills.  He wrote curriculum which was designed to improve the quality of religious education. The project reviewed the biblical background for sound teaching and used the information as a guide for the enhancement of teaching skills. Further research revealed that theoretical problems would be alleviated by a better equipped teaching force.  A study group was assembled from the area churches and trained with improved skills. The project emphasized the selection and training of the study group. The group concentrated on the improvement of their technical skills of communication, conceptual skills of organization, and human skills for the preparation of an adequate teaching plan. This hypothesis was investigated using a group of eleven lay leaders who are responsible for the management of church committees and organizations.  The project group identified their spiritual gifts and their normal leadership styles.  The author conducted objective and subjective tests of the group's leadership performance level before and after the project.  He used the descriptive survey method to analyze and evaluate the group's performance.  The project group's leadership performance of eight normal leadership tasks increased 12 percent due to the training.  Objective application of new leadership skills also increased the participants' efficiency. It develops that planning strategy using the following assumptions: 1) lay people in the church are equipped for leadership; 2) lay people in the church desire to be a part of the planning process; 3) when there is a broad base of involvement in the planning process, there is more involvement in the implementation of the plan; and 4) when more people are involved in planning and implementing, it is more likely that goals will be reached.  The project is developed in cooperation with the Church Council members of Forest Avenue Baptist Church, Redmond, Oregon.  It develops goals and objectives for the 1986-87 church year.  The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention. The program stressed the leader's responsibilities of leading, planning, and decision making; the leader's responsibility to meet the psychological, sociological, and self-acualization needs of his or her followers; and the leader's responsibility to use appropriate leadership styles.  Seventy-three percent of the forty-two participants scored seventy or above on the daily tests. Forty-one participants worked in a ministry project. Research in local church ministry relationships determines how poor relationships affect the mission and purpose of the church. Extensive materials on local church relationships and the theory of ministry relationships are available.  However, little practical material on improving relationships is available.  The research reveals that the hindrance of local church ministry by poor relationships between clergy and laity is a Protestant-wide problem.  Primary resources suggest a biblical and theoretical model for the improvement of ministry relationships.  The model proposes small groups which is the nominal group technique. Twenty theological students from five nations in Eastern Africa participated in the training.  The author's teaching methods included experiential learning techniques.  He administered the Myers-Briggs Type Indicator and the LIFO Survey to facilitate greater self-understanding.  He used evaluation forms and various other instruments to help the participants realize their strengths and weaknesses as leaders.  The author concludes that effects on the students' skills were in the cognitive areas of self-awareness and understanding of effective principles and practices of leadership.
