It examines the biblical definition of spiritual maturity and the call to make disciples.  In light of this call two congregational surveys were created and deployed. The conclusions of this study suggest that biblical teamwork occurs when the cause of Christ is advanced in the contet of loving community. Creating sermon-based small groups to reinforce sermons enhances biblical discipleship and produces life change. Such groups help people grow spiritually in a complex world that communicates many ideas. Chapter one raises the possibility that resurfacing the sermon's main idea and desired application in a discussion group can extend the purpose of the sermon. Chapter two provides a theological foundation for the role of the pastor as preacher and the use of small groups. Chapter three provides analysis from ten churches interviewed to discover reasons why sermon-based small groups work, providing a best practices list, specific challenges and how to overcome them, and principles for writing curriculum. The method of study was qualitative, using a small group structure of four pastors in the United Methodist tradition.  It applied the use of interview, journal, and questionnaire.  The results showed a marked improvement in the perceived awareness of one's felt presence with God. It does not look at individual groups but rather the dynamics involved in the overall ministry as it is implemented and run within a local church. The thesis begins with a look at the biblical basis for community and the need to understand its role in small group ministry. Pentecostals have emphasized the personal work of the Holy Spirit but not appreciated the Spirit's role in building community. An overview of contemporary small group models is presented. The organizational factors are derived from Bolman and Deal's work in Reframing Organizations. The four organizational frames or lens are structural, human resource, political, and symbolic. Each area is examined with a view to considering the impact on running a small group ministry. Small groups exist within the context of an entire church system and therefore interact and respond to leadership and what is taking place in the congregation. Six PAOC churches in Ontario were interviewed for this study. There are three main categories of churches: those with small groups, those of small groups and those in a transition phase. The author discovered that each type of church has particular challenges with respect to the organizational factors that are highlighted.
