When I first arrived, the church was closed and set to be demolished.  By inspiring the remaining congregation, and empowering them using the principles espoused by the Second Vatican Council of reversing the hierarchy of the clergy and by following Jackson W. Carroll's model of how to exercise authority, they performed outreach in the surrounding community, extending an invitation to non-affiliated Catholics to attend Saint Peter's, and by listening to the spiritual needs of the people. The result was the expansion of the church to the point that it was possible to reopen the church building. This is done by the establishment of a soup kitchen and a 100 bed emergency shelter for the homeless.  The human services are set up in such a way as to follow a theory of evangelization that will enable them to be repeated in other communities, and allow the poor and the larger community an opportunity to live the Gospel message in such a way that both become part of the problem and solution. It uses the pastoral search inventory prepared by Hartford Seminary as a tool to determine the church's identity, interactions, linkages and expectations of a new ministry.  The project includes an analysis of interim ministry, a history of the church under study, group process design and guidelines for the interim pastor serving during a time of transition.  This project is a case study.
