According to the findings of a survey on the need of establishing the Quality Age-Graded Caring Group done by the writer in 2000, he found out that since the return of Hong Kong to China, church ministers are facing increasing pressure in pastoral care. Therefore, the writer formulates a 13-point 'E.X.C.E.L.L.E.N.T. C.A.R.E.,' strategies as the foundation on which the church designs her strategies for 'Quality Caring Ministry' (QCM). In addition, the writer introduces a rapidly growing 'Quality Church' in Hong Kong--Shatin Baptist Church--as a case study and investigates how she applies the 13 strategic points of QCM in her pastoral caring ministry to expand God's kingdom. Two major research questions motivate this study: Is it appropriate for pastoral staff to use general psychological theories and techniques to conduct counseling? Should the trinitarian perspective be the guiding hand in counseling the victims of a disaster? The author used the Taiwanese earthquake of September 21, 1999 as a research setting and conducted in-depth interviews with pastoral counselors and victims in six disaster areas in Taiwan. The study shows that the most essential spiritual power behind the pastoral counseling of the victims was communion with the Trinity. Such fellowship is also the essential factor in the salvation plan of the Triune God. They make up four concentric circles, extending outward from nature, through temperament and personality to character. There is one human nature, namely the innate evil of human nature. Temperament, personality and character is each divided into two major categories: internal and external. Everybody admires those churches that have achieved great increase in membership almost overnight. This research discloses that the only way out is to go back to the Bible. The Beehive Theory which this author presents here can be a vital strategy to deal with the root problem. The methods used in this research are from the perspectives of statistics, biblical theology and practical theology. There are two parts of this research. The first part is an analysis of the Church in Taiwan today.  The second part is to develop strong preaching, strong personal evangelism, power healing and personal participation of the pastor based on Bible.
