The results of this study are incorporated in further theological reflection.  The concluding chapter outlines a proposed model for future church relations programs.  This model consists of seven foundational principles and five practical suggestions. Taking seriously both the delphi study and the Lutheran doctrine of the two kingdoms, the model challenges the agency to engage in church relations as a theological task which requires political strategy. This study examines the thesis that a theology of the cross, issuing in realistic, non-violent strategies, provides the most appropriate basis for a ministry committed to peacemaking.  Critical factors that need to inform and guide the theology and praxis of any peacemaking ministry are considered.  The thesis is tested in dialogue with significant sources, with persons exposed to the project, and through use of a questionnaire-survey instrument.
