It attempts to provide an overview of the current refugee situation; a profile of Hmong, Laotian, Vietnamese, and Cambodian refugees; an assessment of current problems and needs; a description of programs developed for refugees; and a model of servanthood ministry.  It creates for clergy and laity an awareness of resettlement issues and provides a launching point where congregations can begin to respond to the needs of refugees. Based on characteristics and functions of biblical persons specifically designated as 'servants of the Lord', the servant-model ministry includes the following dimensions: political leadership, prophetic address, priestly mediation, and suffering with the afflicted.  Energetic leadership by the church through congregational pastors and elders in preventative and rehabilitative programs is implied.
