These values provide themes for a contextual theology distinctive to the region.  The paper looks at one northern Virginian congregation, which professes a classic, confessional theology.  It concludes that the congregation's theology and ministry are contextualized. They are viewed as often congruent but also dissonant with the congregation's received tradition. A small congregation has adequate resources.  It needs to intentionally use its primary resource which is its ability to be the community of God's people gathered around Word and sacraments.  The congregation is encouraged to invite, welcome, and incorporate people into this community.  A local congregation was the arena for developing the model.
