It reports the method most frequently associated with John Carver, and considers also secondary literature regarding boards of directors and leadership functions in the church. While there are many suitable forms of governance and leadership structure, the author looks favorably upon the policy based governance method and reports how the method came to be recommended for the congregation he serves as pastor. The governance model is dependent upon a clear distinction between ends and means. Board level leadership is to be primarily concerned with ends. The pastor, as staff leader, is primarily concerned with means toward ends accomplishment. Knowing how to conduct therapy is only one element of providing care.  This project will look at how attachment, liturgy, ritual, counseling, and preaching can serve as elements of pastoral care.  Exploring these elements provides a reminder of how we tap into valuable procedures for pastoral care. Getting help enables a person to cope. The training used an action and reflection model. The chaplains actively engaged in ministry while reflecting upon the theological basis for that ministry. The Confessions of Saint Augustine of Hippo was the primary resource for spiritual self-examination. Chaplains need to be spiritually ready for ministry in war. This training occurred during 2003-2004 at Chapel Five, Fort Dix, New Jersey. During its 30 years of existence the church has received into fellowship only five individuals from the unchurched population. This project indicates that the church can be more effective in its outreach to the unchurched by developing multi-facit and contextualized ministries. The instrument used to collect data for the study are questionnaires, observation and interviews. The study reveals the following dynamics to be contributors to the church's inability to effectiveley minister to the unchurched: inadequate laity participation, ambiguity of mission and vision, outdated evangelistic methodology, under funded outreach ministry, insufficuent contextualized ministry and extremely low church involvement in the community.
