The writer surveyed 64 years of editorial ministry in teaching holiness doctrine.  The study expands six editorships.  The question answered was, did each of the editors remain faithful to the doctrine of entire sanctification as declared in the Articles of Faith in the Manual?  the editorials were evaluated and compared to the seven defining elements of the Manual statement. The field experiment involved a pre-test of the congregation's understanding of Pauline theology, an intervention of twelve dialogic sermons on six Pauline metaphors, and a post-test to measure the results of the intervening variable.  Dialogic preaching as used in the project combined elements of inductive narrative and indirect preaching. The study attempts to ascertain if those ordained by the church claim to be in the experience of entire sanctification or if the doctrine is understood.  Each ordinand in the United States and Canada in 1980 was questioned concerning his understanding, experience, and the methodology employed by the Board of Orders and Relations in evaluating qualifications for the role of elder. Questionnaires were also sent to the chairman of the Board of Orders and Relations of each district.  Although results of the questionnaire show strengths in the examination procedures, weaknesses also appear. The author assessed the level of faith maturity among members by means of a questionnaire adapted from Search Institute, held several goal setting and program planning meetings with a focus group of lay leaders, and presented several elective learning experiences over a twelve-month period. The curriculum, written and taught by the pastor/researcher in Spanish, followed some of John Wesley's practices. The curriculum was tested with a small group of church leaders, many of whom had never received any formalized instruction in the spiritual disciplines and the Wesleyan theological tradition. The sessions included reading on spirituality and its development in the Wesleyan tradition, small group discussions, and the practice of spiritual disciplines between sessions. The research design employs a questionnaire to obtain indicators as to where the board was in its development and what leadership development needed to occur for improved effectiveness. The design includes a lay focus group for interpreting data and developing leadership development sessions. The study includes a historical overview of church leadership, devotionals to focus the board's attention at the beginning of each educational session, and six leadership development sessions to be presented in monthly board meetings.
