Until this time, the church had never had a formal structure, but instead relied upon the leading of the Spirit.  Drawing upon input from the congregation, the project sought to develop a theological, congregational and denominational (movement) foundation.  The project addresses the background of the problem and need for structure, the theological and administrative issues, and the methodology of accomplishing the task.  Evaluation of the finished project revealed the need, congregational support and enthusiasm for the end product. This project provided the justification for and the procedures by which the Shiloh Baptist Church, Chesterfield County, Virginia, created this system.  The result was the implementation of a manual of operations for the church and the development of a positive image for the congregation. The study was conducted over a two-year period by measuring the degree of dissatisfaction prevalent, then providing events and activities designed to give personnel feelings of achievement and self-worth. After two years, further testing disclosed a measurable increase in the perception of effectiveness of the committees.
