The dissertation section of the study examines the Lukan perspective of Jesus' mission and ministry, the development of the Baptist movement with particular regard to the contribution by Spurgeon, Carey and Graham and the process of secularization with particular regard to the myth of the Australian secular society.  The project section examines in detail the growth and decline of twenty Baptist churches in the urban environment of Australia's largest industrial city.  The study revealed that personal religious belief in Australia remains strong but attachment to institutional religious bodies is in decline. Examination of the twenty Newcastle Baptist churches revealed that the majority of growth was borrowed from other churches with little evidence of growth as a result of mission activity. It explores the thesis that failure to adapt is due to fear of displacement and the resulting sense of loss of power, control, leadership and prestige.  Through a study of relevant literature, a developed theology of change and the results of congregational surveys, the project discovers that failure to adapt is not due to fear of displacement, but to fear of the loss of church and neighborhood. Two churches are the focal points: North Presbyterian Church of Lansing, Michigan and the Sunnyslope Presbyterian Church of Phoenix, Arizona.  Contributing factors to the phenomenon of the inner city church are psychological, sociological, political and economic.  In conjunction with references to literature and personal observation, there is a model for church judicatories in their work with inner city churches. My conclusion and prognosis are not of a great, hopeful nature rearding attitudes of the church toward the inner city mission. The significance of cultural variety in our social system and its parallel implications speak to the ministry of the local church.
