Of 270 churches, only four have done so in a decade. After developing a theological framework in which reaching the lost is paramount, fieldwork is conducted. The study employed qualitative and quantitative methods via surveys and interviews of missionaries, church leaders, and lay members within the EMC. The study determined that there has been a decline with multiple mitigating factors. A Biblical and sociological foundation for planting churches was established, followed by an examination of supportive existing literature. Recent demographics, supplemented with interviews of ministry and civic leaders, provided sociological support. The resulting strategy for planting churches in Wyoming included methods to provide spiritual empowerment, community evaluation, leader evaluation, leader equipping, leader empowerment, and parent partnerships. The observers rated their pastors fairly highly, except for a significantly lower rating on their 'challenging the process.' These congregations were forty percent smaller that the average congregation in the United States. Few churches are seeing new converts. This stands in stark contrast to the explosive growth of the early New Testament church in the book of Acts. This paper seeks to understand what the factors were that resulted in such growth through evangelism and to discern what transferable principles may be applied in the contemporary church to promote effectiveness in evangelism.
