Based on research and interviews with 21 church leaders, the project recommends changes in fellowship, leadership, and evangelism. Churches should make formal efforts to integrate visitors and to reinforce personal and small-group evangelism with larger meetings. Reluctant native leaders need to become elders, and churches should hire native pastors part-time. The author conducted the research for this paper through extensive reading of Yonggi Cho's books, study of the historical and cultural context and the socioeconomic context of Cho's ministry in Korea, and evangelical missiological reflection and evangelical theological evaluation. In addition to a premeditation of the steps to be taken during the initial year of the church there is a chronicling of the implementation of this strategy integrated with a post-evaluation.  The available resources and the role of the sponsoring churches are discussed in the early chapters. Getting to know the target audience, allowing them exposure to the developing church, and effectively communicating the gospel are subsequent key areas covered.  Securing a response to Christ that grew out of understanding, and which took into account culturally appropriate patterns of decision-making was a major concern of the church planters. The project also examined and critiqued those factors which affected church growth positively and negatively. Research included examination of all pertinent books, articles, correspondence, and reports.  In addition, interviews of many church leaders and questionnaires sent to dozens of Alliance leaders past and present, were utilized.
