The need for this school prompted the author of this project to begin such a school, with the help of a church in Kamloops.  This was accomplished by assessing the desire for such an institution from potential students by means of a questionnaire that was sent to churches in and around Kamloops.  The district officials were also polled and when the results were evaluated, the serious planning for the opening of the school went forward.  The school opened and had twenty students initially signed up.  The first class was taught and the project ended at that point, even though other classes were planned.  There is an evaluation of the strengths and weaknesses of the project. The author did research to find relevant seminar topics.  Six seminars were then developed by the author and presented over a period of one semester to fifteen students.  After four months, the author evaluated the effects of the seminars on the students' lives and ministries. Three seminars were found to be helpful and the rural students had been effectively trained for city ministry. Questions were grouped according to personal information (sex, age, marriage status, family, income, temperament), education information (schools attended and feelings about their value, along with suggestions of what was good and what needed improvement), and church information (about one's current ministry).  Two conclusions are that pastors want seminaries to continue to offer the classics (Bible, theology), but to add more practical training. The author's thesis is that mishandling of the component parts of TEE leads to weakness and breakdown, whereas caring administrators lead successful programs.  Using 78 TEE programs from 22 countries in Africa as sources, the author describes how the extension model is working.  He compares and analyzes the programs according to aims, administration, component parts, problems, innovations, the program's own self-evaluation and external relations with the church.  As to methodology, the author employs the results of two questionnaires, personal interviews with administrators, tutors and students, and five case studies. Results indicate that 64 per cent of TEE administrators felt that the future prospects of extension are bright. Statistical data indicates that a modest but statistically significant correlation exists between tutor training and effective class interaction. It focuses on Mennonite work and problems faced regarding a lack of leaders, of growth, and of goals.  Case studies and questionnaires are used. In 1980, theological education by extension (geographical extension by a recognized institution) for both laypersons and leaders was proposed as a feasible solution.  In 1990, the basic situation having changed little, TEE is still seen as valid. But several other options exist, such as Mennonites in Japan starting their own program, or getting courses and faculty into key schools.
