Second, through congregational assessment, they will study a 'snapshot' picture of where they now are.  Thirdly, through the process of goal setting, they will decide where they want to be and form goals which reflect their purposes.  Fourth, they will, through implementation, develop objective steps by which they will plan how to arrive at their goals and priorities. Often those of us who find ourselves in these situations look for a pre-packaged program that will simply plug into the current church. The research discloses that pre-packaged programs have a fatal flaw in that they are not transculturally friendly. It also discloses that it is better to develop a program based on the specific culture in which the church is located.
