Citation knowledge improved but plagiarism persisted. In-depth analysis of student papers revealed taxonomies of poor English, poor academic writing, plagiarism indicators, and characteristics of plagiarism and fabrication. The researcher believes plagiarism results from knowledge, ability, or motivational deficiencies. The author used action research to study: (1) the initial intercultural competence among campus staff (2) training elements appropriate for the group and purpose (3) changes after training and (4) evidence of the training model's effectiveness. Data collection included pre-training Intercultural Development Inventory [registered symbol] assessments and post-training survey.
