A Qualitative Enhanced Ethnographic Research Design was used. The research found that a significant sense of empowerment developed among project participants. A Tabre Women's Association of 110 women was organized to sustain the Spiritual Formation Support Circle and Sustainable Small Scale Enterprise Project. The method used to develop the model followed two designs: the use of a survey questionnaire, and the interaction with and observation of a group of twelve pastors and interns. Together these sources suggested a type of supervision which focused on administration of congregational life and program, pastoral care, social ministry, stewardship, enabling lay ministry, and which experienced the supervisory relationship as one of working together and planning jointly. The method used to achieve this involvement was small group scripture study, sharing, personal goal-setting, exposure to relational evangelism, and worship planning. The community development model was developed as a mechanism to address social and economic issues.  The Super Community Development Corporation, the specific research problem to be addressed, evolved from small CDCs with little capacity and smaller resource pools unable to effectively address the pressing concerns of urban communities.
