The final document examines each element of the four major phases of the Catholic initiatory process by considering academic-year scheduling constraints and its effects on students, and by describing needs of student-aged persons seeking membership in the Catholic Church, and provides a flexible methodology for implementing the first phase, the period of inquiry, in a university setting. The model is composed of two independent components which complement each other: a six-week study of Holy Communion and a Maundy Thursday Communion service.  The participant's workbooks and leader's guides are the heart of the project.  The project was tested at the Urbana United Methodist Church, where 16 persons participated in the study and 74 in the Maundy Thursday service. The model involves nation-wide research through questionnaires and interviews.  Testing was done within the context of the Atlanta-Roswell District.  The model includes a district church development plan.  Results from across the denomination show that the district superintendent's role in new church development is taken seriously; however, the clarity of the role and evaluations of performance of the superintendet are mediocore. The process included reflections, analysis, and criticism by the associates, and writing by the student. The goal was for the manuscript to reflect written consensus useful for other churches.  The final document confirms the value of working with non-ordained laity who proved to be articulate and critically accurate in understanding theological and philosophical principles of congregational life. Events designed by the Portsmouth District Superintendent, Virginia Conference, The United Methodist Church, placed him as the catalyzing agent for eleven congregations working through pastoral change: termination, transition, start-up, and six-month evaluation of a new pastor.  This document is part of a larger design setting the superintendency as the bonding agent of denominational vitalization.  The experiment results in a deepening appreciation for the connectional system as district superintendent, pastor-parish relations committee, and pastor together seek a vision for ministry at the time of changing ministerial
