He sought to determine how life in covenant with other clergy around a specific theme could edify the body and help each to grow in faith and grace on the order of the first Methodist preachers. As a result of this study, the followings conclusions can be made. (1) The coordinator of the HBRC must be permitted to participate in team decision making as an equal. (2) The coordinator of the HBRC must be empowered to make decisions pertaining to the center's ministry independent of the team of district superintendents when necessary. (3) A process of discernment needs to be established and implemented to discern the types of ministries needed in Baltimore. This process should be inclusive of as many voices as possible. (4) An advisory committee needs to be established to address concerns of the center, structural and ministerial. (5) There is a basic flaw between available resources and the authority to pursue ministries, rendering the HBRC dysfunctional. The Gospel Wagon is an evangelistic tool that combines witnessing and peace. Using the pro-active research model the goal was to transform the participant's attitudes and actions with the poor. The conclusion is that it is easier to change thought than actions. He emphasizes that the recognition and acceptance of the languages and cultures are absolutely essential to any attempt toward evangelization. The author reports the positive evaluation of this project through the use of interviews, and church-based ministry, drawing on the National Plan for Hispanic Ministries of the United Methodist Church. He incorporates both academic and applied knowledge gained from his own research, and the National Plan. The author also incorporates his own experience gained while working in close alliance with the Hispanic community for the past thirteen years. First, sanctification is reviewed within Wesley's Way of Salvation. Next, the impact of the nineteenth century's holiness movement on sanctification is examined. Several lay people and clergy were interviewed to determine what contemporary United Methodists know about sanctification. Then eleven lay people participated in a five-week project, studying Wesley's experiential theology.
