By utilizing the research and considering the unique culture of Perdido Bay Baptist Church, a curriculum is developed for the weekend men's leadership retreat. Adapting the main principle of value engineering to a ministry context resulted in an increase in faithful service among the members and a decrease in certain traditions that were hindering the effectiveness of the ministry.  Organizational efforts based on value management helped create several small groups called Little Churches. The equipping model was piloted with a select group of Ministers of Education in West Florida. The objective of the project is to propose that the most effective approach in the theological education of Korean pastors (or English as a second language) is one using current programs in the context of the language and culture as part of the mission strategy in the metropolitan New York area.  The project leader used the pretest and posttest to identify the needs and provide action plans for the needs.  The emphasis here is to provide training using the current programs offered and not to create new programs. Research involved the reading of books, writing the resource manual, preparation of student testing and evaluation forms, seminar testing of the manual, evaluation of results by the project director, a guidance committee and an outside observer. It was concluded that there was a need to use more mentor relationships, videos and field work in the
