After locating Chinese families from telephone directories, the outreach effort included telephone calls, direct mail and door-to-door visitation.  These activities were conducted with the hope that church members would be trained to reach out to the community through different means, and would generate opportunities to share the gospel and to increase church attendance. The theological, historical and theoretical backgrounds for state Baptist fellowships were researched.  A long-range planning event was scheduled and conducted, where guidelines were developed that affected budget, staff structure and time-line for becoming a state convention. The purpose of the organization included mission study, mission involvement, and personal and leadership development of Baptist young men of high school age.  A training manual was developed which gave the theological and the psychological bases for the program. To meet this need, a one-year, certificate level, ministry-oriented, low cost, schedule-sensitive, Filipino-lead church leadership training program was developed for lay leaders of provincial churches.  The certificate of church planting ministries program was based on a detailed philosophy and rationale for reaching the masses.  The eighteen-step curriculum design plan incuded a task analysis to determine goals and objectives and a survey of leaders to determine what topics were essential for the target students. Three main studies were included:  first, a study of the size and location of churches having produced Conservative Baptist foreign missionaries; second, a survey of Conservative Baptist churches to determine the number of missionaries and other Christian workers produced by those churches; third, a six-part program to promote missionary interest in rural churches.  The program was tested in five churches. By means of the ministry of the Word, the 'Balligo Church Advance', and the systems models approach to pastoral leadership, the pastor and church became effectively involved in contextual mission. Library research, interviews, and class notes provided the theological basis for this thesis/project. The practical means of developing the partnership was the development of an assessment tool for the ministry centers. Once the tool was developed, it was field tested in seven Baptist ministry centers. The testing was also done in partnership as the various partners came together at the centers for an on-site visit and assessment. 'Servant evangelism' is explored from a biblical perspective and advocated as a model for today's church.  Emphasis is given to North American Baptist Conference churches, the author's denomination. The approach taken includes: 1. Surveying 110 NAB churches; 2. Interviewing six pastors (4 NAB and 2 others); 3. Teaching a class on servant evangelism in the author's home church.  Class outlines for these ten sessions are included in an appendix. Additional chapters focus on biblical and theological perspectives; teaching and promoting servant evangelism in the church; evaluation and suggestions for further application.
