Conceptually, peer ministry is placed on a continuum with hierarchic ministry. Biblically the gospel of Luke is studied as a possible emphasis for peer ministry.  Adolescent development is seen as conducive to the use of peer ministry. The thesis that stewardship is a 'Christ-believer partnership in redeemed life' is developed through five worship experiences and five training sessions for the stewardship council.  Parables, in Luke's gospel, interpreted by means of the literary criticism praxis approach, which utilizes a case study method, gives shape to the educational framework.
