This goal was achieved by an extensive review of literature on the cultural-religious development of attitudes toward illness and death, Arab life, relevant Islamic theology and the nature and theology of pastoral care to non-Christian migrants.  The author spent a month in the Middle East interviewing Muslims and Christians involved with the dying and related areas. The guidelines were field tested with responses. In this situation the following problems ensue: the hospital as an institution is not significantly involved in the role and function of its chaplaincy, and the staff chaplains are confused as to their purpose, philosophy, and procedures.  In addition, other hospital employees, the departments in which they serve, and the physicians who practice are confused or not aware of the service of the chaplaincy.  This inadequacy resulted in less effective patient care.  The place of the chaplains as team members in the hospital, along with being companions with employees and doctors, was the desired end of the project.
