This project examined the problem of the inhospitable attitudes of the church members toward ex-offenders who are returning to society. This education model offered a spiritually designed program provided by prison chaplains for church members to help change their attitudes so they would welcome ex-offenders into the pews. With a welcoming faith community to support ex-offenders upon release the high recidivism rate was addressed. Chapters one to three include a presentation and analysis of the Statement of Values, an assessment of the Statement through relevant interviews and a study of chaplaincy itself.  Chapters four through seven take a biblical perspective which, unlike psychological and sociological perspectives, has been neglected in the past and should contribute greatly to the shaping of the vision and role of chaplaincy. The Anoka program, presented to jail administration and local clergy by the author in 1983, included the following essentials: 1. a firm, two-year clergy commitment; 2. two initial sessions of orientation and training for clergy and laymen; and 3. semi-annual meetings to evaluate and expand jail ministry skills.  The program was accepted and began in April, 1984, with thirteen clergy taking turns in providing a weekly ministry. A steering committee was chosen to direct the program. The project was conducted at the North Piedmont Correctional Facility for Men and Women, a medium security facility, with only one chaplain serving both the men's and women's units.
