There are so many expectations upon pastors and it is very difficult to know where to focus our energies and efforts. This research includes a survey of 45 Disciple pastors and the congregations they serve. The results were that church vitality is directly related to certain pastoral leadership practices. The conclusions are as follows: The role of the pastor is to be a visionary bridge building leader. The role of the pastor is to lead his/her congregation into a deeper Christian spirituality. The role of the pastor is to help lead the congregation toward developing more fluid/organic governance structures. In developing a process to help churches with this transition the writer sought to adapt the principles of Policy Governance [trademark symbol]. The senior ministers of four churches that have had a governance transition by applying Policy Governance principles were interviewed and a pilot program with middle-size churches was conducted. The process included developing a manual for a training seminar and sample guiding principles for follw up consultation. This project develops a practical design for how the region, a middle judicatory body, can train, empower, affirm, and motivate congregations for evangelism and church development, as the church seeks to faithfully fulfill the Great Commission.  Various approaches to evangelism and church development are explored, with evaluation of evangelistic efforts of other regions and local Disciples churches in Florida.
