The historical background and theological rationale for confirmation is presented, as well as an analysis of the physical, cognitive, emotional, social, moral, and faith development of thirteen- and fourteen-year olds. Interviews were conducted with representatives of five Lutheran churches with unique confirmation programs. The covenant model was chosen because it most clearly defines several significant aspects of the Christian experience.  A believer's position in Christ, privileges, and responsibilities were all important topics of the course.  Chapter 2 defines covenant theology and expresses how this approach is beneficial to all believers. Chapter 3 reveals the foundational nature of all human development, including faith development.  Stage development theory, simply stated, is that all maturity progresses through a series of stages that are hierarchical in nature; meaning that they build upon one another. Christian maturity also depends upon a strong foundation for successful progress. This thesis discusses the universal problem of nominalism and offers a plan to reduce the high proportion of nominal Christians through the introduction of a specialized training program for pastors which concentrates on nurturing and discipling new converts to the point where they become self-motivating.  The author highlights anthropological and historical factors which have contributed to the problem of nominalism. It incorporated learnings from Evangelism Explosion, Walk to Emmaus, and a previous discipling model.  Evaluation indicated that disciple-making contributed to personal growth in evangelism and discipleship.
