The project director researched demographics, interviewed national pastors and international missionaries, studied cultural nuances, and accumulated other data in order to understand the cultural and religious context in which a new church would be planted. From this collected data, the project director developed a strategy that involved the usage of a team approach to planting a new church. The International Mission Board regional leadership for Brazil decided to delay any action on the strategy developed for this project because of logistical problems related to the fact that the region was in the midst of a major transition. The Eastern and Western South America Regions were joined to form the South American Region. The Russian Orthodox Church with its lack of spiritual Reformation and its suppression of evangelistic movements could not change the moral values of Russian society.  Because of persecution the Russian Evangelical Church never had the opportunity to affect the society.  Sadly, the Western Christian organizations that came to Russia in the late 1980s were not designed to fit the Russian environment and consequently had no moral impact on the Russian people.  Thus, Russia faces a national dilemma: the need to overcome its chaos and become a true democratic society.  Although past efforts have failed, Christianity still holds the key.  Basic moral values need to be reintroduced in to the conscience and belief system of the Russian people. Only a healthy Christian Church can train up a new generation who will build a governmental and economic system based on the revealed truth of God's Word.  It is the hope of the Russian Center for church Multiplication (RCCM), with its healthy church model, ten principles, evaluation, and accountability tools, that Russia will emerge as a country of moral stability. It includes documentary and field research.  The samples in the survey are 200 students from four Bible colleges in Thailand.  The survey also sets a random example from the designed group in order to compare the results with those 200 students. This project focuses on five effective church planters and the contextualization of their ministries based on an awareness of the implications of the incarnation of Christ. The conclusions of this project report are based on qualitative research that focused primarily on an interview process. Through the use of Merriam's Constant Comparative Method, primary themes emerged that are reported in a case study format. This process can be called the contextualization of preaching.  This contextualization begins with two areas. The first area is about the external conditions which are derived from the immigrant context.  Based on an analysis of the Korean-American context, the Korean-American preacher should attempt the proper coordination between the context and text, and suggest the hermeneutical contact points in which the context (congregation) meets the Word of God.
