Chapter 1 states the rationale for strategizing. Chapter 2 presents biblical and theological foundations for strategizing by churches. Chapter 3 posits theoretical foundations of strategic planning for churches today by presenting and critiquing eight current models. Chapter 4 articulates the four-step Eureka Paradigm for strategizing by churches. The four steps are retrospection, introspection, prospection, and direction. Chapter 5 addresses the possible reasons for the lack of acceptance of the Eureka Paradigm. The vision of the church was examined in relation to the five functions of the church as found in Acts 2:38-47: evangelism, discipleship, fellowship, ministry and worship.  The project director sought to increase the involvement of the membership of the church in the definition and achievement of common ministry goals.  He achieved this objective by researching biblically-based budgeting and various models of church budgeting, developing a strategy for vision-based budgeting, and surveying the membership of the church.  The project resulted in the development of a strategic plan that included the essential elements for a vision statement and a budget. In addition to the achievement of ministry goals, the project director also sought to achieve certain professional goals by producing a list of informed principles of vision-based budgeting and by enhancing his understanding of strategic development. The research findings describe the types of contexts, people, relationships, experiences and activities that were significant. The congregation explored models of the church. They also explored their history, values, beliefs, and norms. The final stage of this project was to discern the vision of ministry that God has for the congregation; and then to develop a vision statement and begin to implement ministries from this vision statement.
