The present educational and ministry models of the church are not balanced, strategic, and intentional to transform the poor communities. In response to the problem, the researcher employed phenomenology and grounded theory as the methods of study and thus he developed a Christ-centered educational and ministry model (CEMM) that has the potential to bring holistic transformation. This model is built on the concept that transforming self is foundational to transforming society. The polycentric model is where the 'mother' church and a cluster of one or more 'ethnic' churches operate separately on the same campus. Very few of these churches have transitioned to become truly multiracial and continue to either decline or plateau. This dissertation examines the history, underlying assumptions, possible influence, and effectiveness of polycentric churches, and provides a critique of such churches against a theological backdrop. Because of their fears and differences they have only engaged the community of Benton Harbor, Michigan in nominal ways. The thesis focuses on interviews conducted, using the research method of Narrative Inquiry, with people from Union Memorial African Methodist Episcopal Church and Zion Evangelical United Church of Christ. I interviewed a cross-section of both churches using Narrative Inquiry as an approach to identify similarities. My final chapter shares the story of the tensions between the two cities. Although each of these multiethnic churches have come to the same conclusion regarding the importance of being united and inclusive based on their biblical understanding of the New Testament, they have important differences in their strategies. Upon closer examination of each of these representative multiethnic churches, one finds variations because of differing motivations for doing multiethnic ministry. This study focuses on examining these variations. This project is qualitative in nature; case study research was the primary methodology employed. A biblical theology of inter-cultural community was defined focusing on spirituality, hospitality, and missionality. Ethnographic tools were utilized to determine the emic perspective of the multi-cultural setting of Bethel Christian Fellowship. Characteristics of inter-cultural leaders in a multi-cultural setting were discovered. Transformational dynamics needed to shift a local church to an inter-cultural mindset were described. The author researched this subject matter by studying the history of racism and sexism in America and in the African American church.  She interviewed women preachers and male preachers who have had a history of supporting, affirming and celebrating women in ministry and in leadership roles in the church. Training included six instructional sessions with materials derived from research on key principles of goal setting and planning.  The first session contained the biblical and theological rationale for goal setting and planning.  Sessions two and three explored definitions, key principles, and processes of goal setting.  Session four examined planning programs and events from stated goals.  Session five included an explanation of the purpose statement of Woodridge Baptist Church from the pastor and participants who write actual goals for their ministry area. The thesis is that in contexts where Directors of Missions relate to multiple Baptist Associations this unique model offers increased opportunities and possibilities of enhanced ministry effectiveness and relevancy while maintaining the historic/geographic associational affinities. Chapter one includes a statement of the problem in the ministry context as a rationale for assessment and response. Chapter two seeks to demonstrate a workable strategic planning 'map' employed in the author's context with possible applications for associations considering consolidation. The map demonstrates how the theological and philosophical basis for the project was developed and implemented in the author's context. Chapter three provides preliminary analysis of the project application and leadership effectiveness with extrapolation concerning the future of the Heart of Texas Baptist Network based on the preliminary responses of constituents. The primary conviction of the author is that Baptist Associationalism stands at a time-critical juncture in light of quantum change impacting the world. This quantum change demands response from associational leaders.
