The practicum was developed over a twelve-week period of time.  This is an intensive laity involvement project.  Three committees of twenty lay people from Christ Church Dallas became involved in examining a national corporation whose AIDS program was a benefit to the community, helping HIV/AIDS victims through AIDS Interfaith, Inc, and working directly with an emergency shelter for abused and runaway teenagers. Although the main goal was to develop a theology of social responsibility, the laity and minister became actively committed to a ministry of compassion dealing with local injustices. Given the plethora of social ills existing in African American communities in particular and urban centers in general, churches must engage in outreach ministries to effectuate change.  The 501c3 status allows church ownership of a program while receiving otherwise unavailable state, corporate, and private tax-deductible money.  Board structure is critical.  Both entities, the church and the state, must have their individual criteria met.  Housing, youth programming, and literacy are just some of the many areas which lend themselves to church-sponsored 501c3 corporations. Ministries developed include: English as a second language, a community garden with Hispanic and Anglo participants, and a 'no on nine' campaign to promote gay and lesbian rights. The African American community is the one community that seems to have more of its share of deaths by homicide.  The African American male is the one group that suffers from homicide in a staggering rate.  He is more likely to die from homicide between the ages of 15 and 44 than any other American group. To accomplish this task, this investigation uses a detailed literature review to provide a rationale and a theological context for churches to serve as a conduit for economic empowerment. Additionally, it presents and analyzes secondary data from the independent sector to determine the current level of economic programs which are being organized by churches today.  A case analysis of the economic empowerment techniques used by churches involved in the Industrial Areas Foundation is also introduced.  Thirdly, interviews with pastors of several churches with economic assistance/empowerment programs are included. It reports the results of four workshops held to listen to persons involved in various aspects of the tobacco church.  The project also develops, tests and expands information for use in the church's educational ministry, including the preparation of a manuscript for publication on the tobacco church. She was guided in self-reflection by Donald Schon's The Reflective Practicioner.  The social action committees of both congregations became more integrated into the life of the churches.  The urban church expanded its corporate involvement, but not the suburban congregation.
