The purpose for creating a manual which utilizes lay people in starting a church are found to be: biblical and cultural mandates for such a ministry, lay peoples vital roll in expanding God's kingdom, and literature inappropriate for the lay person in church planting. The description of said field test is the purpose of the dissertation.  The results of the tests showed that personal attention towards the trainees and behavioral objectives related task orientation of 'on-the-job' training were effective tools of church-planting motivation. The method of research used for this project was a combination of case study, analyzing Wooddale (parent church), Woodridge (new church) and Woodcrest (new church). The on-site evaluation method in the development of Woodcrest Church was used. This study sought to develop and test a model to train church planters in Eastern Europe.  This model was built around the multiplication mechanism found in 2 Timothy 2:2. A biblical study of church planting was done to establish a basis for the model and provide materials for teaching a church planting course.  This study confirmed that leadership development and church planting are strategic ministries in meeting the spiritual needs of Eastern
