To furnish a biblical foundation, the project follows the movement of the first century church from the temple to the house described in the Lukan narrative. Twelve elements of apostolic mission from Luke 10-11 are incorporated into a church-planting model that connects with the households of our day - pre-existing relational networks of people meeting in third places. This biblical model reproduces organically, without depending on a church building, hierarchical structures or paid clergy. It presumes a profound reorientation of ecclesiology around the missio Dei so that mission shapes structure. These models could be useful in energizing existing churches to participate in planting new churches. Limiting the focus to post 1979 starts, research was a combination of historical, quantitative and qualitative reviews augmented through interviews with pastors and laity possessing specific knowledge of individual church stories. Two potential models were examined: Elijah (2 Kings 2) for closing/merging and Antioch (Acts 13:1-4) for sending out. A qualitative study was conducted using grounded theory. Interviews with church planting experts, church planters, and an online survey were the primary data sources. The online survey helped triangulate the data and provided a quantitative element to the research. This research found that relational connectedness was critical to people hearing, connecting, and staying in a new church. This fact of multi-ethnicity in the Anglican Diocese of Sydney has led to the planting of ethnic-specific congregations based on McGavran's Homogeneous Unit Principle.  This thesis challenges the HUP model by examining the biblical theological framework of Christ's new humanity and understanding evangelism, conversion and church-planting with that framework. Field research shows that ethnic-specific church planting brings immaturity, ethnic insulation, and frustration for Anglican rectors. He argues that all layers of church structure with the Lutheran Church--Missouri Synod should be understood as expressions of ecclesia and so are in mission. Field research was conducted on over sixty churches that had reproduced at least three churches over a twenty-year period. Churches were first surveyed with a questionnaire and the six churches, that planted a total of sixty-two churches, were selected for in-depth interviews. These were purposively selected for their diverse areas, sizes, denominations and styles. Six primary and eight secondary leaders were interviewed. The final Sumbi CBS was based on research of sixteen different CBS sets, expat and national experts' input, the author's worldview study and the author's field test with thirteen national church planters. Key CPM principles implemented through CBS include sowing the Word abundantly, finding a Person of Peace, leading an oikos to Christ, forming House Churches, and equipping lay leaders. This qualitative study reviewed the strategy theologically, missiologically and practically. The field research involved the tracking and interviewing of twenty planters over three months of training. The most significant findings included that the church planters report that getting together with other church planters and having interaction in class is the single most helpful factor in their training.
