In addition to a premeditation of the steps to be taken during the initial year of the church there is a chronicling of the implementation of this strategy integrated with a post-evaluation.  The available resources and the role of the sponsoring churches are discussed in the early chapters. Getting to know the target audience, allowing them exposure to the developing church, and effectively communicating the gospel are subsequent key areas covered.  Securing a response to Christ that grew out of understanding, and which took into account culturally appropriate patterns of decision-making was a major concern of the church planters. Mission-minded women are interested in the needs of multihousing communities and are willing to be trained, but need a structure within which to work, and are hesitant to begin congregationalizing efforts without much encouragement and support from their church leaders. The challenge facing the interim pastor is that of nurturing the emergence of that new identity and fostering unity among the people.  This needs to take place because St Andrew's is called to be the body of Christ, shaped by the institution, and expressed through community.  The church needs to move beyond reverence for the old church covenants to participation in the new covenant of the merged congregation.  The most important conclusion reached in this formation takes place naturally through stages over a period of time, namely, that unity is both the community's struggle for identity and the institution's product of goal achievement. The resulting model is of a school with a strong emphasis upon cross-cultual training in the regular curriculum, on-campus short courses, and external seminars.
