The three-year research focuses on the restarting experience of the Wellfleet United Methodist Church in Massachusetts, which employed strategies from both experiences, the planting of new churches and the turning around of troubled congregations.  The research describes the good, the bad, and the ugly of changing course in people's spiritual journeys and congregational lives. A spiritual theology was developed based upon an interpretation of Matthew 5-7 through a theological framework of Christian spiritual formation.  A literature review demonstrates the uniqueness of Christian spirituality, specifically in prayer, within contemporary western culture.  Second, survey research was conducted to determine current formation realities.  The spiritual theology and survey data were synthesized to design a comprehensive pathway for congregational spiritual formation. Building a church-planting culture in a confessional Lutheran Setting takes a look at the extent of the problem and offers a solution through exponential church planting. However, this thesis is not a 'how to' for church planters, churches or denominations. Nor does it address how denominations (Lutheran or otherwise) can and should plant churches. Rather, it primarily addresses how confessional Lutheran churches, specifically Wisconsin Evangelical Lutheran Synod (WELS) churches have the privilege and the theology to plant churches exponentially. It is the author's prayer that WELS churches would be motivated to plant churches exponentially through the ideas shared in this thesis. I seek to marry church planting with discipleship, making discipleship the primary focus in the church planting endeavor. The aim is to provide the church planter with an appropriate purpose for planting a church as well as with an accurate picture of what discipleship looks like in order to produce and reproduce it. This work challenges the church planter to consider 'what' to plant more so than 'how' to plant. The church planter will be armed with a process for making disciples in and through his church plant and be free of having to retrofit a process. Working with a more experienced disciple, the spiritual disciplines of contemplative prayer, Lectio Divina, and solitude and silence form the project's focus. The biblical review focuses on the principles of church planting modeled by Jesus, the Holy Spirit, Peter and Paul.  The literature review investigates church planting from a Hispanic perspective.
