The goal of this project was to design a ministry team structure for the local church to engage members in ministry.  A study group was involved in discovery and developmental strategy sessions to asses church needs, description of ministry teams and the design of a structure. The church participated in teaching sessions and completed a survey to determine involvement in ministry teams. The goal of the project was to equip lay leaders with practical resources to enable them to serve as Bible study leaders.  The project participants were trained in the use of various Bible study materials to use with small groups.  Prayer walks were a vital part of the strategy project participants used in preparing the neighborhood to be receptive to a Bible study.  The results differed from what was expected; only three small groups were started. Chapter 1 presented an overview that included three goals of cell group ministry, background information, definitions, and the research methodologies. Chapter 2 focused on biblical, theological, and historical foundations for cell groups. It described the role and perception of leadership in the functioning of the cell group. Chapter 3 addressed the social and psychological aspects of the cell group. It discussed the cell group meetings that are essential to Christian experience and growth in modern society: flexibility, mobility, inclusiveness, and effectiveness. The usefulness of cell groups in a cross-cultural setting is described in this chapter. Chapter 4 explained the procedures, program training, and equipping of cell leaders. The information obtained from Chapters 2 and 3 were applied to the program. Chapter 5 evaluated the plan, leaders, leader training program, teaching program, goals of this project, methods of this project, and the outcome of the cell group. Chapter 2 examines the biblical, theological, and historical issues relevant to lay ministry. Old and New Testament texts present the basis for lay ministry. The theological issues addressed are the priesthood of believers, the role of spiritual giftedness, and the dynamics of expository preaching. Examination of the historical scene goes from the New Testament gospels to the early fourth century. Chapter 3 focuses on the dynamics of team development and team work. Also included are four benefits of team ministry. Chapter 4 is the presentation of the project as it moved through the process of team selection, development, and training. The project consisted of research into the subject of teams from both a secular and church-related perspective.  The role of part-time staff in the local church was also researched.  A series of eight equipping sessions were planned and conducted to equip the staff in accomplishing team-based ministry.  Averaging one hour in length, the equipping sessions dealt with the following areas: introduction and theological basis for team-based ministry, covenanting, vision-casting, culture-creating, collaborating, trusting, empowering, and learning.  The project was evaluated through various methods by participants, the project director, the project director's field mentor, professional educators, and the project director's faculty advisor. The material utilized will seek to develop those skills needed to build an effective Men's Ministry. The focus of the project will be four key areas which the first century church utilized to become mature disciples of Jesus Christ. While doing so, they impacted the world and laid the foundation for carrying out the Great Commission (see Matt. 28:19-20). The four key areas are: prayer, empowerment, encouragement, and evangelism. The project leader will conduct five two-hour sessions with his core group of twenty men divided into five accountability groups of four. The first ten minutes will be devoted to prayer requests and small group prayer followed by forty-five minutes of teaching and dialogue (see appendices). A ten-minute break for refreshments will follow the first hour, and the second hour will conclude with ten minutes of reflection and interaction to the material discussed.
