Chapter One contains the biblical and theological basis for beginning new congregations.Chapter Two is an historical overview of Reformed thought and practice regarding new church development.Chapter Three focuses upon the structures needed to support, select, and supervise new fields. Chapter Four examines the necessary procedures to select and support pastors for new church development. It is designed to assist those calling new church development pastors to prepare to call a pastor, know what to look for in a new church pastor, provide for pastors orientation, and provide ongoing support, training, and supervision.Chapter Five outlines the basic issues and tasks in the first of four stages of development. Chapter Six outlines the basic issues and tasks in the second of four stages o f development. Chapter Seven out lines the basic issues and tasks in the third of four stages of development. The basic concern of this project was to determine how the strategy might be implemented in the Eugene Seventh-day Adventist Church.  A theological investigation and an examination of contemporary concepts of caring in management literature form a basis for the study.  Two surveys establish the felt needs of the community and its awareness and attitude toward Seventh-day Adventists.  A third survey documents the attitudes and behavior of church members which enhance or inhibit church growth.  A narrative describes the planning and administration of a one-year program for caring church ministry in the Eugene, Oregon, Seventh-day Adventist church.  During the year's program the number of new members added to the congregation was minimal. In the last chapter, both church growth enhancing and church growth inhibiting characteristics of the Eugene church are identified.  Heritage and contemporary goals of members must be respected for a church growth climate to exist. The author used the Likert System to complete his analysis.  He gathered statistical performance data on 144 selected churches in four measurable areas: profession of faith, Sunday school attendance, worship attendance and financial support.  Pastors and church members completed a survey designed to measure leadership.  The author tabulated data and performed a statistical analysis.  The findings supported the hypothesis.  The closer a church moves toward the participative style of leadership the greater will be its measurable growth.  The study also revealed that the area of financial support was most effected by leadership style and profession of faith was least effected.
