This project explains problems associated with that process.  The procedure examines Paul's 'diversity in unity' principle concerning spiritual gifts; the principle in Ephesians 4:11-13 as the proper mobilization model; and the dynamics that evolve within the local church. A ten-week support group encounter, focusing on fellowship, honesty and support, assisted the group members in understanding the reasons why churches do not grow numerically and provided support to cope with the non-growth situation.  The results of the project revealed slight differences in the feelings, expectations and outlook of the pastors in the support group as compared to the total number of pastors in the Association. Control and experimental groups were selected and pretested.  The experimental group completed a spiritual gifts questionnaire, were given ministry opportunities, and both groups were posttested after twelve weeks.  Assimilation did occur in the areas of belonging, social interaction and positive perceptions about the church. The transitional nature of the setting was defined. Project goals, methodology, and limitations were identified. Biblical and theological foundations for the church's mission were evaluated. A statement of mission purpose was adopted.  Changes in theological conceptions of the congregation were measured.  Perceptions of need by the church and community were analyzed. Recognizing the mutual ministry of laity and clergy, a core group called the pastor's advisory committee (PAC) was formed to study, develop, and implement such a plan.  The aim of this project was threefold: to identify the problem of inactivity within the membership; to develop biblical/theological thought on inactivity; and to employ a pilot program to start the reassimilation process. The importance of a strategy for growth and the theological perspectives of church growth are examined.  This small church faced major obstacles to growth but at the end of the seven-year period the average number of participants in the worship service grew to 114. The theological principle will suggest that the congregation needs to move away from viewing itself as the family of God or a fellowship, to an understanding of itself as the people of God.  Research will explain the difference between: the concept of a neighborhood church and that of a metropolitan church; new developing neighborhoods and stable communities; and small churches and large churches. The challenge facing the church is to incorporate new members into its life and mission through a process of blending past faith histories and experiences with present needs, goals, and expectations in such a way that a commitment evolves giving direction to the future.  By examining the biblical witness, blending families, and organizational development, a blending process which shapes identity emerges.
