The first was to train active church members to become involved in ministry. This objective involved persuading the trainees that ministry for Christians other than pastors is scriptural. It then involved instruction in what it takes to be a minister.  The second objective was to assist new members in becoming actively involved in the life of the church. The key ingredient in this was the sponsorship program. Each trainee signed a commitment to sponsor a new or inactive member. A model for church growth based on hospitality (Hebrews 13:1-6) was developed.  A program to reverse the membership trend in Eastminster Presbytery (59 churches in northeastern Ohio) included clergy and lay convocations, a major training event and a follow-up consisting of training volunteers in church growth. The pastor achieved this by appointing four committees.  The history committee looked into how the church grew by caring in the past.  The theology committee delved into the biblical and theological bases for caring.  The community committee studied the community and its need for caring. The planning committee then took the work of the other three committees and developed three to five years of caring plans. The workshop divided participants into two ministry groups and facilitated their exercising those gifts in ministry.  A church growth committee, comprised of persons with the gift of administration, developed plans for growth.  Gifted participants, possessing other spiritual gifts, made those plans a reality. The method for developing the manual was through a committee composed of Puerto Rican pastors, leaders, and missionaries.  The committee developed and produced the manual, with a final workshop to field test it. There are seven steps in the manual which a church growth committee in the local church can follow in the process of developing a healthy church. The committee presented the manual to pastors and leaders of the Puerto Rico Baptist Association in a two-day retreat. Individuals discovered the unique needs of their congregation through guided lectures and brainstorming sessions utilizing historical, personal and biblical resources.  They then defined biblical understandings of New Testament church growth.  From this they developed strategies for growth that addressed their specific needs, and embraced these biblical insights.  The growth process, thus defined, involved and equipped participants for service in their respective congregations. Each of these groups implemented one or more church growth programs during this ten-year period. The study of these groups showed strengths and weaknesses which are reflected in the projected four-year plan of church growth for the Free Methodists. Part I covers the development of Christianity in the Philippines beginning with the Spanish entrance in 1517 and continuing through World War II; part II gives an in-depth study of the development of the Free Methodist Church in the Philippines; part III studied the individual church growth programs of other related denominations; and part IV compares the different strategies and assimilates their strengths into a workable program of church growth for the Free Methodist Church in the Philippines.
