No specialized denominational resources currently exist to help these at-risk churches.  This dissertation documents the conception and experimental use with a case congregation, of a 'pre-mission' parish consultation model along with the model's evaluation and proposed revisions.  Furthermore this model is described here so as to make it available to other parish professionals for their critique, use and further development. Chapter 1 defines the subject of prayer and proves that the Bible is not only an infallible divine revelation of God's plan of redemption, but also a record of the invaluable inspirational prayers of Jesus Christ. Chapter 2 begins with the birth of the Sudan Interior Mission and substantiates its mission emphasis by prayer in West Africa. Chapter 3 examines hindrances to prevailing prayers and the Nigerian Evangelical Church of West Africa involvement with charismatic movement. Chapter 4 addresses the importance of prayer in mission and biblical imperatives of praying for mission. Prayer strategies for rapid exponential increase of church planting are also included. Some biblical characters were examined to ascertain biblical leadership styles demonstrated in their lives. After reviewing the biblical challenge for evangelism, she then provides case studies of four growing churches in Kaohsiung.  Drawing on these four studies she then concludes that the church will need a new kind of worker to share the gospel with the new generation of people in the 21st Century. The ministry was recommended to the church for approval and implementation. At the conclusion of the project, all four of the churches voted to begin specific community ministries.
