These included poor internal communication, lack of member participation in goal setting, and limited member ownership of church goals.  A planning cycle is designed to remedy these through: (1) mission clarification; (2) member assessment of strengths, weaknesses, and hopes of the church; (3) goal setting; (4) action plans; and (5) evaluation. The study was conducted over a two-year period by measuring the degree of dissatisfaction prevalent, then providing events and activities designed to give personnel feelings of achievement and self-worth. After two years, further testing disclosed a measurable increase in the perception of effectiveness of the committees. The author researched the management structures of the Martin Luther King Jr Center's comprehensive social service delivery system in Dallas. The use of the participant-observer research method revealed that administration by objectives should be the basic orientation of organizational management, particularly that of the parish.
