Four goals were established.  First, to identify the human resource available. Second, to accumulate that data in a computer file.  Third, to provide for the use and management of the human resource data bank.  Fourth, to utilize that data bank to improve the quantitative and qualitative involvement of the laity. It uses a communication model called systems thinking which views an organization as an holistic unit.  Component parts are seen in relationship to each other as well as to the organization as a whole.  The organization must be seen in its environmental context.  A systems model developed by Stafford Beer is selected. Beer's model identifies the functions of a system and demonstrates their relationship.  It portrays the channels which enable the expression of variety.  This paper identifies the functions of a local church as revealed in the Gospels and in the Book of Acts.  These functions are applied to the system model which is adapted to a local church organization. Following the development of a church-specific version of plannaging manuals, selected clergy were trained as trainers who in turn trained one hundred fifty pastors throughout New England in the use of plannaging.  This training enabled these pastors to use plannaging in their personal and professional life. An extensive training program for the development of the elders was established covering the areas of being called, history, teaching, flocking, prayer, creative listening, leadership, and gifts and talents.  The foundation undergirding this study was learning responsibility and accountability. Supporting research includes a study of scriptural foundations for koinonia, the unique fellowship of Christians in partnership with Christ; reports on five examples of Christian community and elements of koinonia in group life; and examination of leadership styles which enhance koinonia. unity; negative motivators must be adequately addressed; church life and mission should dictate organizational structure; participative leadership is crucial to an effective congregation; leadership for church planning should come from outside the congregation; good planning incorporates and adapts outside resources; and congregational effectiveness results from intentional planning to achieve such a
