Initially a survey tool was sent to 70 parish teams across the US. The questionnaire asked for information to study the make-up of a team, while asking each person to define team ministry, the strengths and weaknesses of this ministry and several questions asking about the group's interaction associated with decision-making, conflicts, power and authority.  The research shows that teams define themselves differently.  Yet all groups agreed that much dialogue and intense work is needed if they are to become a team.  The more successful teams allowed room for individual differences, encouraged group interaction and used skills to help them deal with conflicts.  Commitment to group dynamics is essential for a staff to become a more cohesive group. Congregation and consistorial surveys were utilized to discover the priority needs of the church. Community needs and resources were surveyed as well as congregational resources. Based upon methods used for policy formulation researched from business and educational management, a detailed process is given to guide in the development and use of policy statements in church management.  Drawing upon this process, and experience in other congregationally-governed churches, policy statements were formulated, acted upon and compiled into a 'Church Policy Manual'.  This manual is used as ready reference for the church leadership. It examined the biblical terms for power and correlated these with the organizational perspectives on power.  The project design used 'The Power Management Survey' to compare perceptions.  The pastor felt motivated primarily by affiliation and friendship.  The laity felt the pastor was motivated primarily by socialized power.  A democratic leadership style was present.
